Description

This item is a reproduction of the original BSA pamphlet published in 1933 and now difficult to find in any condition. The book is softcover (8"x5") and it has 36 pages. Except for the fact that the pages are not yellowed it would be hard to tell that this is not the original pamphlet.
This book makes for a great "thank you" gift to any Commissioner for a job well done.

As communities formed more Boy Scout troops, it became evident that some form of leadership was needed to maintain standards, provide camping opportunities, recruit leaders, facilitate training, establish local courts of honor, and stimulate local Scouting. This person was the commissioner.
Chief Scout Executive James West, speaking at the first National Conference of Scout Executives in 1920, suggested that the Scout commissioner was responsible for giving leadership to Scoutmasters and acting as the ranking officer in public appearances.
West recognized that local councils would benefit from finding and developing a good Scout commissioner and deputy Scout commissioners.
District commissioners were introduced in 1931 as an outgrowth of the deputy Scout commissioner position. The book,

, was the first printed material from the BSA for guiding commissioners.
